OTL Secure was appointed to deliver two back-to-back seclusion rooms within Howell Ward for a private mental healthcare provider, providing safe, compliant spaces designed around clinical observation, privacy, and therapeutic outcomes. Working closely with the client’s clinical and estates teams, the scheme also introduced a secure external area linked to the suites, supporting supervised access to fresh air while maintaining full safeguarding control.

The core scope comprised the construction of two adjoining seclusion suites, each incorporating an integrated viewing area to support discreet observation. Large-format vision panels were installed with remote-controlled blinds contained between the glass, allowing staff to manage privacy without compromising safety or supervision. The layout was developed to support clear sightlines, controlled access, and robust performance within a high-dependency environment.
A secure outdoor space was formed to sit directly alongside the seclusion provision, enabling supervised external access as part of a therapeutic pathway. The external area was designed for safe, simple operation by staff, with durable finishes and controlled entry/exit arrangements to maintain security while supporting engagement and wellbeing.
Safety-led specification was embedded throughout the build, including anti-ligature fixtures and robust, high-impact protection to walls and vulnerable surfaces. Seamless resin systems were installed to floors and walls to provide a durable, hygienic finish with minimal joints, supporting cleaning regimes and long-term resilience. A recessed anti-ligature television was fitted high level with specialist protective detailing to maintain functionality without introducing risk.
OTL Secure also supplied associated furniture as part of the overall delivery, ensuring items were appropriate for the environment and aligned with the clinical intent of the space. Selections were coordinated alongside finishes and layouts to support a calm, controlled setting and a consistent standard across both suites.
In parallel with the new works, OTL Secure completed a comprehensive building-wide completion and quality package, which included detailed sealing works, adjustments to door sets and frames, localised painting, replacement of fixings, and targeted electrical rectification such as renewing sockets and associated components. This approach ensured the surrounding areas met the same standard of safety, presentation, and performance as the newly formed seclusion suites.
A bespoke door security solution was developed and installed to strengthen operational control and reduce concealment risk. Doors were configured to be lockable in both the open and closed positions, preventing service users from closing doors unexpectedly and limiting opportunities to hide items behind open leaves. Open-position lock frames were detailed to run around the top of the door with chamfered anti-ligature profiles, providing a secure, clinically practical outcome aligned with the requirements of a high-risk setting.
